Š. m. rugsėjo 14 d. Muitinės departamentas organizavo posėdį su asociacijų, muitinės tarpininkų atstovais. Posėdyje dalyvavo Muitinės departamento generalinis direktorius Arūnas Adomėnas, generalinio direktoriaus pavaduotojas Jonas Miškinis, Muitų politikos skyriaus viršininkas Juozas Šarūnas Avižienis ir kiti atsakingi muitinės asmenys.
Posėdyje buvo atkreiptas dėmesys, kad nuo 2011 m. sausio 1 d. verslo atstovai jau privalėjo pateikti muitinei elektroninę išankstinę informaciją apie į Bendrijos muitų teritoriją įvežamas ir iš jos išvežamas prekes. Išankstinę informaciją apie prekes ir transporto priemones turi pateikti:
– asmuo, įvežantis prekes į Bendrijos muitų teritoriją, arba asmuo, atsakingas už jų gabenimą (pagrindinis prievolininkas) t. y. vežėjas ;
– bet kuris asmuo, galintis pateikti prekes muitinei arba užtikrinti, kad jos būtų pateiktos;
– bet kurio iš šių asmenų atstovas.
Posėdžio metu visi pranešėjai akcentavo, kad už prievolę pateikti muitinei išankstinę informaciją pirminis atsakingas asmuo yra vežėjas. Pranešėjai pasidžiaugė, kad ir šiuo metu apie 50% vežėjų jau pateikia muitinei išankstinę informaciją apie prekes ir transporto priemones.
Muitinės departamento generalinis direktorius Arūnas Adomėnas atkreipė ypatingą dėmesį, kad už išankstinės informacijos muitinei nepateikimą Naujojo Administracinių Nusižengimų kodekso 217 straipsnyje yra numatytos sankcijos iki 60 €. Administracinių nusižengimų kodekso nuostatos įsigalios 2017 m. sausio 1 d.
Posėdžio pabaigoje Muitinės departamento generalinio direktoriaus pavaduotojas Jonas Miškinis pabrėžė muitinės svarbą kuriant palankią aplinką pritraukti į Lietuvą užsienio investicijų, didinti mūsų šalies patrauklumą bei verslo konkurencingumą.
Asociacija „Linava“, jei tik bus vežėjų poreikis dėl išsamesnės informacijos šiuo klausimu, organizuos papildomas konsultacijas, seminarus, kuriuose kvies muitinės atstovus pristatyti išankstinės informacijos pateikimo muitinei tvarką.
